How can I get to 12-13% body fat?

I think I have about 28% body fat. I am looking to be in top/elite athlete form. I play football at a varsity high school level. What does my DIET need to look like. and what workouts do I need to do cardio wise?

You are at a high obesity level of fat %. So its high time you start your morning cardio daily. Anything like walking or something for about 40 mins.

In the afternoons try to hit some weights to keep your self fit(on alternate days). Make a schedule such that your weight training and football practice sessions do not collide.

In short you need 2 hours of activity daily other than your normal work.

Nutrition is the most important aspect of losing body fat.

So plan for 5-6 meals a day each comprising of
1 closed fist size of protein (your fist gives you the exact measure of what you need)
HAlf as much as that of fibrous or starchy carbs
And don't worry about fats as you will get some which stays hidden in your food.

Starchy carbs are fine in mornings and early afternoons but eat only green veggies for carbs in dinner
